Recipients of the Prix Droits Libertés

The recipients of the Prix Droits et Libertés, the special jury award and the people’s choice award were announced at a ceremony in Montréal on December 7, 2022. The Alliance Muteshekau Shipu, Mothers Step In, and the Enviro Hotline were all honoured.

Prix droits et Libertés

La Reconnaissance des droits de Muteshekau-shipu, la rivière Magpie a reçu le Prix Droits et Libertés 2022. Le trophée a été remis à l’Alliance Muteshekau-shipu, responsable de cette initiative qui vise à octroyer neuf droits juridiques à la rivière Magpie et de reconnaître ainsi sa personnalité juridique. Cette reconnaissance est la première de ce type au Québec et au Canada.

Prix coup de cœur du public

Le Prix coup de cœur du public a quant à lui été décerné au mouvement Mères au front. Cette mobilisation citoyenne élève et amplifie la voix des mères qui demandent aux gouvernements des actions concrètes et immédiates pour répondre à la crise environnementale.

Mention spéciale du jury

Les membres du jury ont par ailleurs accordé une mention spéciale à la Ligne verte du Conseil québécois du droit de l’environnement. Il s’agit d’une ligne d’informations juridique qui vulgarise les notions de droit de l’environnement et les rend accessibles afin que tout un chacun soit le mieux outillé pour défendre le droit de vivre dans un environnement sain.

Le Prix Droits et Libertés 2021 a été décerné le 15 décembre 2021 à l’ensemble des travailleurs et travailleuses de la santé du Québec.

Pour cet hommage collectif, nous avons choisi de produire des capsules vidéo pour souligner l’engagement des personnes qui travaillent dans le milieu de la santé et démontrer comment celles-ci se sont dépassées pour notre santé et notre dignité pendant la pandémie. Ces cinq capsules mettent un visage singulier sur les expériences plurielles des 300 000 travailleuses et travailleurs de la santé à travers le Québec.

Avec son équipe, elle a transformé un hôpital en deux semaines pour accueillir les personnes itinérantes atteinte de la COVID-19. Ce n’est pas un hasard lorsqu’on dit que l’innovation nait en période de crise. Le travail de Marie-Ève Goyer en témoigne.

Lara Karazivan | Infirmière

Dans le chaos des premiers jours, les infirmières et infirmiers courraient dans tous les sens. La peur de l’inconnu, la réorganisation des services, voir des gens mourir : beaucoup ne savaient plus où donner de la tête. L’infirmière Lara Karazivan nous rappelle que les personnes qui travaillent dans le milieu de la santé sont des êtres humains également. Elles ont besoin qu’on prenne soin d’elles aussi.

Rosy-Love Cadet | Préposée aux bénéficiaires

Les préposés aux bénéficiaires, un métier peu connu et peu visible avant la pandémie. Ces personnes sont venues combler le vide social qui s’est installé en confinement. Elles ont sauvé notre âme. Rosy-Love Cadet le dit très bien, imaginez un monde sans préposés : ça serait la catastrophe.

L'initiative de la STM

La candidature de la STM a séduit le jury par son approche inclusive et participative. Tous les membres du personnel partagent une vision commune en termes d’inclusion et de diversité. Les groupes visés sont activement impliqués dans la conception et la mise en place de mesures qui les concernent. Les initiatives de la STM ont également permis l’atteinte de la parité au sein du comité de direction, un résultat que la Commission souhaitait applaudir.

L'initiative de Duceppe

L’objectif du théâtre est de décloisonner l’accès au théâtre pour le rendre plus représentatif, plus riche et pour créer un fort sentiment d’appartenance. Une des mesures mises en place a été l’organisation d’auditions annuelles ouvertes qui permettent d’aller chercher de nouveaux talents et de s’ouvrir à la diversité. Leur projet de laboratoire Duceppe est également une initiative à saluer. Ces laboratoires permettent de faire connaître le théâtre à un nouveau public qui a rarement l’occasion ou les moyens de s’intéresser au théâtre et de se déplacer pour une représentation.

auticonsult Canada

Les membres du jury ont tenu à accorder une mention spéciale à la candidature d’auticonsult Canada qui est la première entreprise au Québec à employer spécifiquement des personnes sur le spectre de l’autisme/syndrome d’Asperger en tant que consultants en informatique.  

Prix Hommage

Marie-Thérèse Chicha

Ce Prix a été remis à Marie-Thérèse Chicha, professeure à l’École de relations industrielles de l’Université de Montréal et titulaire de la Chaire en relations ethniques. La Commission a tenu à honorer Mme Chicha qui a marqué l’histoire du Québec et sa quête d’égalité et de parité en emploi, à travers ses travaux, ses ouvrages et ses enseignements.

L'initiative de Revenu Québec

La force de la candidature de Revenu Québec réside dans un programme bien structuré et une planification qui témoigne d’une vision et d’un engagement à long terme de la haute direction. Cette candidature a également attiré l'attention du jury par son cycle de formation des gestionnaires sur la diversité culturelle et par la mise en place d’activités qui visent à promouvoir l’ouverture et contrer les biais discriminatoires en milieu de travail.

La Ville de Montréal

L'initiative de la Ville de Montréal

La Ville a développé trois programmes d’intégration en emploi destinés aux personnes handicapées, aux minorités visibles et ethniques et aux personnes autochtones. Ces programmes misent sur le parrainage et sur les stages rémunérés. Il s’agit de pratiques gagnantes qui permettent d’avoir une expérience personnalisée qui prend en compte les besoins des personnes et qui optimise leur intégration au sein du milieu de travail. Le modèle de ces programmes a également été présenté à d’autres employeurs afin qu’ils soient adoptés, un modèle transférable et qui atteint des objectifs concrets.

Caisse Desjardins du Centre-nord de Montréal

L'initiative de la Caisse Desjardins du Centre-nord de Montréal

Ayant constaté des difficultés d’attraction et de rétention du personnel ainsi que des inégalités salariales, la Caisse Desjardins du Centre-nord de Montréal a procédé à l’analyse de son système de dotation qui a démontré qu’il a trop de place à l’interprétation lorsqu’il s’agit de reconnaitre l’expérience antérieure et les diplômes des candidats postulants et des employés, notamment ceux acquis à l’étranger. Elle a donc procédé à un exercice de reconnaissance des équivalences de formation et des expériences de travail acquises à l’extérieur du Québec ou du Canada, et la révision conséquente des positionnements salariaux. Cette mesure a permis à de nombreuses personnes d’être reconnues à leur juste valeur et d’être traitées équitablement.

Énergir

L'initiative d'Énergir

Énergir a révisé son processus de recrutement, dans l’objectif d’attirer plus de femmes dans des métiers non traditionnels et ainsi d’améliorer leur représentativité. Ils ont analysé toutes les étapes de recrutement, de l’affichage à l’analyse des candidatures pour y déceler des biais pouvant être discriminatoires. Les tests d’embauches et les outils de sélection ont été soumis à une validation et certains outils de travail ont été revus afin de faciliter l’exécution et l’ergonomie du travail. Ils ont également diffusé des capsules vidéo sur les médias sociaux dans la perspective d’attirer des candidates potentielles. 

Beyond prejudice, communicate differently is the theme of the 2019 edition. The Commission wanted to highlight the role of the media, and more generally, of people who disseminates content and information which are key actors in the promotion and defence of human rights: they influence public opinion and have a major role to play in raising awareness and education.

Recipients 2019

Rights and Freedoms Award

Élise Gravel

Élise Gravel was recognized for the excellence of her work in raising awareness and popularizing complex and sometimes taboo subjects among children. Her illustrations make it possible to deconstruct prejudices even before they take hold in children's homes, and this is precisely what won the jury over. Distributed royalty-free on her website, her posters are shared in a viral way and cover the walls of schools in Québec.

Special mention of the jury

RAD

A special mention was given to RAD, the Radio-Canada laboratory, for its original format and its efforts to popularize and present these files, particularly those on accessibility, 3rd gender and Aboriginal peoples.

People's Choice Award

#DénonceLaHaine Campaign

Fondation Émergence received the People's Choice Award for its #DénonceLaHaine campaign, whose goal is to develop our collective reflex to report online homophobia in order to stop it. This campaign is based on a social experience where online hate speech was printed on posters and displayed in the public space in Montréal. The Commission awarded the Rights and Freedoms Award to Coup d'éclats for its project Porte-Voix, which provides tools to young people placed in youth centres to enable them to express themselves, to break out of isolation and to participate in the decisions that affect them. Through various artistic media such as drawing, painting, photography, video, music or poetry, Porte-Voix encourages the development of critical thinking, civic expression and the appropriation of social issues.

To mark the 10th anniversary of the United Nations Declaration on the Rights of Indigenous Peoples (PDF, 655 Ko), The Commission highlighted 8 initiatives that have promoted the recognition and respect of Indigenous people's rights throughout Québec over the past decade.

The jury composed of Ghislain Picard (Chief of the Assembly of First Nations of Quebec and Labrador), Viviane Michel (President of Quebec Native Women), Alexandre Bacon (cofounder of Cercle KISIS) and Béatrice Vaugrante (Executive Director of Amnistie internationale Canada francophone), has presented the award at a public event on December 10th 2017.

Avataq Cultural Institute

Avataq Cultural Institute is a non-profit charity organization incorporated in 1980 with an all-Inuit Board of Directors living in Nunavik. Its mandate is to protect and promote Inuit language and culture so that Inuktitut and Inuit culture may be preserved for present and future generations. Avataq has continually returned to seek out and consult the wisdom and leadership of Inuit Elders, and to this day is guided by the concerns, hopes, and long-term vision expressed by Elders.

Sébastien Grammond and Christiane Guay

Sébastien Grammond, judge to the Federal Court, and Christiane Guay, associate professor at the Université du Québec en Outaouais and a social worker, have been working, for nearly ten years, to expand knowledge regarding governance in Indigenous communities in the field of youth protection, an area that remains poorly documented in francophone Indigenous communities. Their work has, among other things, contributed to recognize, for the first time in Québec, Indigenous legal traditions, including customary Aboriginal adoption.

The Centre des Premières Nations Nikanite de l’Université du Québec à Chicoutimi

The Montréal First Peoples Festival (Présence autochtone)

The Montréal First Peoples Festival (Présence autochtone) is an annual ten-day event held on unceded Mohawk territory for the past 27 years. The Atikamekw Nehirowisiw Declaration of Sovereignty

The Atikamekw Nehirowisiw Declaration of Sovereignty seeks to raise awareness of and ensure the recognition of Atikamekw Nehirowisiw ancestral rights within the general population of Québec and Canada. This declaration has helped to emphasize Atikamekw presence on the territory during traditional activities and has fostered a new respect from non-Indigenous users.

The Ndakinna Office of the Grand Conseil de la Nation Waban-Aki

The Ndakinna Office of the Grand Conseil de la Nation Waban-Aki documents traditional uses and occupation of the Ndakinna territory by the W8banakiak people (Abenakis) in order to ensure protection for their ancestral rights. The Office’s consultations have help build constructive dialogue between promoters, organizations and government ministries in favour of Nation members and to be the voice of the W8banakiak people throughout the territorial planning process.

The Institut Tshakapesh’s Sous le Shaputuan program

The Institut Tshakapesh’s Sous le Shaputuan program offers awareness activities are open both to youth in elementary, high schools, colleges, universities, and to the general public throughout Québec. Natasha Kanapé Fontaine

Natasha Kanapé Fontaine, poet/performer, actress, visual artist and Indigenous and environmental rights activist. Kanapé Fontaine is an Innu from Pessamit, in Québec’s Côte-Nord region. Her artistic and literary approach aims to bring people from different origins together through dialogue, discussion, sharing of values, and through the “tanning of hides”, a metaphor for scratching below imperfect thoughts and consciences.

2016

The Commission presented its 2016 Rights and Freedoms Award to Annie Pullen Sansfaçon and her daughter Olie Pullen in recognition of their work on behalf of the rights of trans children.

To celebrate the 50^th anniversary of the International Covenant on Civil and Political Rights (ICCPR), adopted by the United Nations General Assembly in 1966, the Commission des droits de la personne et des droits de la jeunesse had chosen to highlight the economic and social rights as the theme of its 2016 Rights and Freedoms Award. The other finalists were Action travail des femmes and the Fondation du Dr Julien.

2015

To mark the 40th anniversary of the Charter of Human Rights and Freedoms and the Commission has launch a call for nominations to honor 40 people who defend and promote the rights and freedoms in Québec. Due to this special event, the Rights and Freedoms Award has not been awarded in 2015.
