Obligation to wear a mask in public settings: the Commission's position

​​The Commission studied Decree 810-2020, published on July 15, and concluded that the obligation to wear face coverings in closed settings open to the public currently appears to be in compliance with the provisions of the Québec Charter of Human Rights and Freedoms.Although the measure provided for in the Order in Council is likely to infringe certain rights under the Charter, the Commission considers, based on the information currently available to it, that this limitation would be justifiable within the meaning of section 9.1 of the Charter.​
