This Report presents concrete solutionFollowing a wide-ranging public consultation and two years of sustained work by the Commission’s personnel, the report Racial profiling and systemic discrimination of racialized youth Open this document in PDF Format. is a call to all Quebecers to mobilize to counter racial profiling and systemic discrimination threatening the future of racialized youth.

More than 300 persons and organizations provided their input and helped the Commission produce this report outlining the experiences of 14 to 25-year olds from racialized minority groups in three key sectors:

The Report also presents concrete solutions to address racial profiling and systemic discrimination with more than 90 recommendations to all levels of government, public institutions and organizations that can ensure better social cohesion, in particular, the police, schools, social services and the youth protection system. The Commission has also undertaken to improve its own practices in a series of commitments.

This Report is a wake-up call. It hopes to effect real changes in Québec public institutions in order to ensure that the right to equality, as set out in the Charter of Human Rights and Freedoms This link will redirect you to an external Website., becomes a reality allowing racialized youth to participate fully in Québec civic life and contribute to its future.

 

Highlights

Public security
 

Youth from racialized minorities are victims of a targeted and disproportionate surveillance by the police which undermines their confidence in the judicial system. It also contributes to their over-representation in the prison system.

To end this situation, the Commission calls for a thorough reform of the laws, regulations, and practices that govern the work of Quebec police officers in order to improve their relations with minorities, make them more accountable for their actions, and give citizens access to real remedies when their rights have been infringed.

Education sector
 

Racialized youth are more likely to be the subject of disproportionate supervision in schools or to be diagnosed as special needs students.  

The Commission is of the opinion that the education sector must question its practices and policies that have negative impact on the educational path, graduation rate, and chances of success in school among racialized or immigrant youth in Quebec.

The Commission recommends that anti-racist and intercultural training should be given to teachers and future teachers by school boards and education faculties.

Youth protection
system

Racialized youth are over-represented in the youth protection system. Blacks are twice as likely to be the subject of a report to the Director of Youth Protection (DYP), but are the subject of protection measures less often than other children.

The Commission recommends that the training given to professionals working in healthcare, social services and education networks be improved; that the assessment criteria of the DYP be reviewed; and that youth centres and CSSS establish formal partnerships with community organizations.
