A new opinion of the Commission explains what is exploitation under the Charter of Human Rights and Freedoms and what is abuse under the Act to combat maltreatment of seniors and other persons of full age in vulnerable situations. By presenting the convergences and divergences between these two concepts, the Commission aims to better ensure respect of the rights of people in vulnerable situations. ​

​​The title of Marie-Andrée Chouinard's editorial of January 8 in Le Devoir, tragically echoes a concern expressed by former president of the Commission des droits de la personne et des droits de la jeunesse, Gaétan Cousineau, who signed an open letter ten years ago entitled : "Special needs students in Québec schools : To avoid backtracking, an inclusive school is needed ". This editorial responds to the wish expressed by Minister of Education, Jean-François Roberge, to add specialized classes to meet the needs of an ever-increasing number of special needs students. The Commission also wishes to express its concern about this approach.
